Taoiseach and Housing Minister officially launch Shanganagh Castle Estate

Taoiseach Simon Harris and Housing Minister Darragh O’Brien will today officially launch the first of the new homes at Shanganagh Castle Estate in Shankill, Dublin 18. The new development, delivered by the Land Development Agency (LDA) and Dun Laoghaire-Rathdown County Council (DLR), ahead of time and on budget, is the largest public housing project in years.

It is also the first of a pipeline of around 20 housing projects to be completed by the LDA on state-owned land and follows the completion of well over a thousand homes from a series of partnerships with other housebuilders.

The estate involves a total of 597 high-quality houses and apartments including affordable purchase, cost rental and social homes.

The new homes will be launched in phases. Phase one includes 51 affordable purchase houses, 195 cost rental apartments and 35 social apartments. Eligible buyers can apply to purchase the 51 houses on Wednesday 9th October, while the application portal for the 195 cost rental apartments will open later this year.


The 51 affordable purchase houses include 21 two-bed and 30 three-bed homes. The 195 cost rental apartments include 19 studios, 40 one-beds, 107 two-beds and 29 three-bed apartments. These will be made available alongside the social homes, which include 18 one-bed, eight two-bed, seven three-bed and two four-bed homes.

The remaining 316 homes, all of which are apartments, will be made available in two subsequent phases in 2025.

With the application of Government supports through equity contributions, prices for the affordable purchase homes will start at €334,600 while rents for the cost rental apartments will start from €1250.

The affordable purchase homes are being made available under the Local Authority Affordable Purchase Scheme, which enables eligible buyers to bridge the gap between the price of the house and the amount of personal funds and maximum mortgage available to them.

The scheme, jointly run by the LDA and DLR, involves a shared equity arrangement, which effectively lowers the upfront cost and enables DLR to hold an equity interest in the property until it is repaid or the house is sold.

Intending purchasers of the affordable homes can apply online from 12 midday on Wednesday 9th October.

To be back here less than two years later officially launching the first of the homes for sale is just fantastic. Frank Curran, Chief Executive of Dún Laoghaire Rathdown County Council said:

“This site was originally purchased by Dún Laoghaire-Rathdown County Council for the development of housing and a Local Area Plan was developed by DLR to support the strategic development of the Shanganagh/Woodbrook area. A concept design was advanced by DLR Architects, followed by a partnership with the LDA.

The development will be the largest residential scheme certified to achieve the ‘passive house’ low energy use standard, which has significantly lower energy consumption and associated heating costs compared to other new builds. Sustainability features include very low energy demand, low car parking provision (0.54 spaces per home), high bicycle parking provision of over 1,300 spaces, and design features to make working from home easier.

Shanganagh Castle Estate is a fantastic new housing development with a great mix of affordable purchase, cost rental and social homes. The estate is located in a wonderful area with an array of amenities, facilities and services nearby. Shanganagh Castle is the first major direct delivery project to be completed by the LDA. In keeping with its mission to unlock state-owned land and to deliver large-scale housing projects, the Agency partnered with DLRCC to deliver the 597 homes on land owned by the local authority.

Construction began on site in September 2022, meaning the first homes are being delivered within two years of active construction. The development is superbly located next to Shanganagh Park and within easy reach of both Shankill and Bray. Residents will have easy access to a host of shops, services and facilities as well as amenities such as golf courses, hiking trails and beaches.

The N11 and M50 roads are nearby while the location is also well-served by existing public transport. There are regular buses running past the estate to and from the city centre and Dún Laoghaire with a new Bus Connects route planned.

The nearby Shankill DART station provides access to Dublin city centre, and a new station is being developed at Woodbrook, which is a 10 minute walk from the estate.

There are also a range of primary and secondary schools in the area, including Scoil Mhuire, Woodbrook College, St. Gerard's School, Presentation College, St. Killian's, and Loreto Secondary School.

The LDA’s core purpose involves the creation of dynamic and sustainable new communities in addition to the delivery of new homes.

Shanganagh Castle Estate is designed to the highest environmental standards and involves the use of sustainable construction methods. Designed by ABK Architects and constructed by Walls Construction, it will be the largest development in Europe to be built to passive house standards, once fully completed.

The houses and apartments are all A-rated and feature high levels of indoor air quality. They involve low running costs thanks to a combination of insulation, heat recovery ventilation and air to water heat pumps.

Each home comes with thermostatic control of heating in all rooms, allowing homeowners to set the temperature in individual rooms, to their preference.

Active travel and community integration was a key consideration for both the LDA and DLRCC, with a focus on bicycle parking provision, working from home features, communal green and play spaces, a dedicated creche, café and community facilities.
