LDA opens applications for 195 cost rental homes in Shanganagh Castle Estate

The Land Development Agency (LDA) has today announced that it is opening the application process for 195 cost rental homes in Shanganagh Castle Estate in Shankill, a joint housing project delivered in partnership with Dún Laoghaire-Rathdown County Council (DLR).

The application portal for the homes will open at 12 noon on Tuesday 10 December 2024 and will remain open for a week, while the lottery will be run in the first week of January 2025.

Would-be applicants are urged to closely study the eligibility criteria for cost rental homes and to ensure they fulfil the requirements. They are also advised to prepare the documentation they will require to secure a home if they are selected through the initial lottery process.

The 195 homes include 19 studio apartments, 40-one beds, 107 two-beds and 29-three beds. The monthly rent for a studio apartment is €1,175 and the rent for a one-bed is €1,250. The 2-bed apartments are being made available for €1,575 a month and the 3-beds for €1,775.

Created under the Affordable Housing Act 2021, cost rental offers a long-term secure rental option at below market rates for would-be renters who do not qualify for social housing but who cannot access the private market without support. On average, the rents charged for cost rental apartments are at least 25% below market rates.

Applicants for these cost rental homes must have a net household income of below €66,000. They must also be able to afford the advertised rent, which should not account for more than 35% of their monthly net income. The apartments in Shanganagh Castle Estate are all built to Passive House standards, which means the homes are better insulated and designed to be more energy efficient.

“The LDA has already launched over 1,000 cost rental homes in a series of housing developments in Dublin, Wicklow and Kildare and they have all been or are in the process of being successfully occupied. In addition to Shanganagh, we plan to launch new cost rental apartments in Limerick shortly and we expect to make further announcements as new developments are delivered.”

Cost rental homes are designed to assist people who do not qualify for social housing, but who cannot afford to rent at existing market rates. Eligible candidates can secure a new home at rents that are at least 25% below market rates.

The rents charged cover the cost of building, managing and maintaining the homes, which are then ultimately owned by the State. The average rent for an LDA provided home is currently €1,421 per month.

To qualify for cost rental accommodation candidates must meet a series of eligibility criteria. Would-be applicants are requested to closely study the eligibility criteria and to only apply if they can demonstrate that they are eligible.

To be eligible for consideration for Cost Rental Housing, a person/household must meet the following criteria:

  • Their net household income must be below €66,000 per annum for Dublin and €59,000 for elsewhere in the country. Applicants will have to prove how they have calculated their net household income.
  • They must not be in receipt of any social housing supports including Rent Supplement or HAP.
  • They must not own a property in Ireland or elsewhere.
  • Their household size should match the size of the property advertised and all members of the household must be living in Ireland at the time of applying.
  • They must demonstrate that they can afford to pay the cost rent for the home. P
  • Each household must have only entered one application for a specific cost rental property.

  • Available LDA cost rental housing and details of the application processes involved are listed on the LDA website – lda.ie.
  • Applications are open to any Irish residents who meets the eligibility criteria.
  • Applicants must register their interest in a particular scheme within the application timeframe.
  • Applicants are then selected at random via a lottery and, if selected, are invited to submit documents to prove their eligibility.
  • Successful applicants are offered a tenancy.

Shanganagh Castle Estate is the first major direct delivery project to be completed by the LDA. In keeping with its mission to unlock state-owned land and to deliver large-scale housing projects, the Agency partnered with Dún Laoghaire Rathdown County Council (DLR) to deliver a total of 597 homes on land owned by the local authority.

Construction began on site in September 2022 and the first homes were launched in September 2024 on time and on budget. The development is superbly located next to Shanganagh Park and within easy reach of both Shankill and Bray. Residents will have easy access to a host of shops, services and facilities as well as amenities such as golf courses, hiking trails and beaches.

The N11 and M50 roads are nearby while the location is also well-served by existing public transport. There are regular buses running past the estate to and from the city centre and Dún Laoghaire with a new Bus Connects route planned.

The nearby Shankill DART station provides access to Dublin city centre, and a new station is being developed at Woodbrook, which is a 10 minute walk from the estate.

There are also a range of primary and secondary schools in the area, including Scoil Mhuire, Woodbrook College, St. Gerard's School, Presentation College, St. Killian's, and Loreto Secondary School.

The LDA’s core purpose involves the creation of dynamic and sustainable new communities in addition to the delivery of new homes.

Shanganagh Castle Estate is designed to the highest environmental standards and involves the use of sustainable construction methods. Designed by ABK Architects and constructed by Walls Construction, it will be the largest development in Europe to be built to passive house standards, once fully completed.

Active travel and community integration was a key consideration for both the LDA and DLR, with a focus on bicycle parking provision, working from home features, communal green and play spaces, a dedicated creche, café and community facilities.

The phase one launch of Shanganagh Castle Estate includes 51 affordable purchase houses, 195 cost rental apartments and 35 social apartments. The 51 houses are already on sale

The LDA is the State’s affordable housing delivery body. It is in the process of delivering more than 17,000 homes on State-owned or acquired land and over 8,000 through homebuilder partnerships under the Government’s Project Tosaigh initiative.

The LDA produced the Report on Relevant Public Land, which advised the government of the potential to deliver 67,000 homes on 83 underutilised State-owned sites. The LDA also announced plans to purchase private sites with planning permission in the country’s five major cities.
