The LDA is offering apartments for rent under this Cost Rental application process, subject to meeting the eligibility criteria detailed below
- Studio apartment
- €1,000 per calendar month
- One-bed apartment - €1,225 per calendar month
- Two-bed apartment (max occupancy 3) - €1,425 per calendar month
- Two-bed apartment (max occupancy 4) - €1,500 per calendar month
Occupancy requirements for Cookstown Gateway are outlined below. If your household size does not meet the occupancy criteria, you will not be eligible for this home. Please revisit for future schemes which may meet your household size.
Property Size:
- Studio apartments will be suitable for a single person, or cohabiting couple.
- One-bed apartments will be suitable for a single person, or cohabiting couple.
- Two-bed apartment (max occupancy 3) will be suitable for two adults, a cohabiting couple, a cohabiting couple and one adult, or a cohabiting couple/lone parent with one child.
- Two-bed apartments (max occupancy 4) will be suitable for two adults, a cohabiting couple, a cohabitating couple and one adult, or a cohabiting couple/lone parent with 1 or 2 children.
Please Note:
We will not consider an application that will lead to over-occupation of a property. Over occupation is where more than two children are occupying one bedroom per household or where two children one of whom is aged 10 or more, of opposite sex are sharing a room.
Only one application per household is permitted. Anyone or any household applying multiple times will be disqualified from the process.

Affordability is a key criteria and is measured as rent being no more than 35% of your Net Household Income. In order to be considered for Cost Rental Housing, each applicant will be required to clearly outline how they reached the Net Household Income calculation with supporting documentation.
- Your net household income is below €66,000. Applicants will have to prove how they have calculated their net household income.
- You are not in receipt of any social housing supports (including Rent Supplement or HAP).
- Applicants must be permanent residents and tax domicile in Ireland.
- You do not own a property in Ireland or elsewhere.
- Your household size matches the size of the property advertised (All members of the household must be living in Ireland at time of applying.
- You can afford to pay the cost rent for the home. Please see FAQs below for further information.
- Your household has only entered one application for a specific cost rental property.

Income that is assessable for the purposes of assessing eligibility for cost rental housing?
- income from employment including overtime, bonuses and commissions. Overtime payments, commissions and bonuses will be assessable as follows:
- overtime – generally restricted to a maximum of 10% of basic income, but regular overtime may be taken into account;
- bonus – restricted to a maximum of 10% of basic income;
- commission – restricted to a maximum of 30% of basic income, where applicable;
- public sector employee pensionable allowances.
- income from self-employment;
- maintenance payments received, subject to criteria set out in the Guidance notes on the Household Means Policy of 30 March 2011
- income from dividends, capital investments and other similar sources of income;
- occupational and social welfare pensions, from whatever source, including from abroad, and
- all income from social insurance and social assistance payments, allowances, and benefits, including Family Income Supplement is assessable, with the exception of the below.
Income from the following sources shall, in all cases, be disregarded for the purposes of assessing income:
child benefit or guardian’s payment;
exceptional or urgent needs payments;
carer’s allowance;
scholarships or higher education grants;
foster care payments;
domiciliary care allowance;
allowances/assistance from charities;
fuel allowance;
mobility allowance;
living alone allowance;
rent or mortgage interest supplements; and
payments under FÁS schemes; and
redundancy due to lose of a job because the employer is closing the business or reducing the number of staff.
To allocate the properties in the fairest way possible after meeting affordability, we use a random selection process and contact people to commence verification. We would ask you to submit the following documentation to confirm eligibility within the next 72 hours. Please be advised that this is the next step in the process and is not an offer letter.

Cover Letter
Please provide a Cover Letter outlining the below information
- How you reached your Household 'Net Income' calculation for all household members over 18 years.
- Relationship status to the other applicants.
- Residency status of all applicants.
- Current living arrangements.
- How many individuals will reside in the unit.
Income
- Last three month’s payslips. Please note, if paid weekly you will need the last 12 payslips, if biweekly the last 6 payslips, if monthly the last 3 payslips.
- Employer Reference Letter from your current Employer dated within the last 6 weeks confirming your address, your current salary, start date and employment status (full-time, part-time, permanent, fixed term contract or other).
- Employment Detailed Summary, if possible (available on Revenue Online Service). End of Year Statement and Statement of Liability.
- If self-employed– a minimum of 1 year’s most recent accounts, along with an up-to-date tax balancing statement and preliminary tax receipt. Together with evidence of gross income from the last three months (statements, invoices etc) and proof of payment.
- Social Welfare Income – documentary evidence of all social insurance and social assistance payments, allowances and pensions being received by members of the household. As income of household members over 18 is also included in the assessment for qualification, evidence of payments to these household members is also needed.
- If unemployed, proof of unemployment is required by providing work history record which is available on Revenue.ie.
Bank Statement
- Please ensure that you provide the most recent three months bank statements from all adult applicants. Please highlight on the bank statement where the last three-month rental payments have been made and wages regardless of employment status.
Proof of ID and PPS Number
The following must be provided as Proof of ID for all applicants on the application.
- Current Valid Signed Passport or Current Valid EU/EEA Driving Licence– must contain photograph.
- Please provide a photo of each household member holding their ID card, ensuring that the ID photo is clearly visible.
PPS Number
- PPS Number, for each applicant. - verified PPS number (e.g. Employment Detail Summary for previous tax year, Revenue statement, social security card or similar)
Proof of Residency & Tax Domicile in Ireland
Please ensure that you have provided proof of residency in the Republic of Ireland. For all applicants over the age 18, the following documentation must be provided.
- Revenue statements demonstrating tax domicile, Employment Detailed Summary, statement of payments/benefits from the Department of Social Protection must be provided.
- Citizens of countries which require a visa are required to provide evidence they hold visa stamps 4, 5 or 6.
- Applicants with a visa stamp 1 will be required to provide evidence of an employment permit and employer reference.
Please note, applicants on Tourist or Study visas do not qualify.
Proof of Address
The following documents dated within last 2 months for each applicant can be used as proof of address.
· Utility Bill e.g. telephone, mobile, gas, electricity, heating, oil.
OR
· Correspondence from a Regulated Financial Institution operating in the Republic of Ireland e.g. Insurance / Assurance Co., Bank, Building Society, Credit Union, Credit Card Company)/Correspondence from a Government Department / Body.
Landlord Reference
· Your landlord reference should contain a contact phone number and email of the Landlord. It should be dated within the previous 6 weeks. It should also state the duration of the tenancy (start and end date) and the current rent paid. Copy of Lease Agreement should be provided, if you are renting.
· No Landlord Reference Available - If some or all the applicants have never rented previously and/or have paid a nominal amount to a family member as rent, please provide a letter confirming same and highlight any applicable amounts on bank statements.
Please have these documents ready when you register your interest. If your application is successful, you will have 72 hours to upload your documents and complete the application process. If you do not meet this deadline the offer will be revoked.
Additional information may be requested during the assessment process to support your application.

All cost rental rents are set at a level below the market rents in the area where the scheme is located.
Below are the monthly rents of each property being offered under the Cost Rental Scheme at Cookstown Gateway.

The deposits for each unit type will be one month's rent less 50 euros so they are:
- Deposit studio apartment €950
- Deposit one-bed apartment €1,175
- Deposit two-bed apartment - max occupancy 3 €1,375
- Deposit two-bed apartment - max occupancy 4 €1,450
The apartments are unfurnished to allow residents to furnish them according to their own taste and to provide below market rents. However, the following items are included;
- White goods (fridge-freezer, dishwasher, oven & hob, microwave, washer-dryer).
- Roller blinds, with blackout blinds in bedrooms.
- Flooring – laminate flooring throughout, except bathrooms, which are tiled.
- All utilities (electricity, internet, telephone, etc.) will need to be set up by the resident.
Provided there are no issues with breach of tenancy or rent arrears, after six months in occupation you will have a tenancy of unlimited duration, subject to you complying with your tenancy obligations and the unit continues to meet the needs of you and the people living with you as it relates to the number of bedspaces and the size and make up of the occupants.
These properties are a long-term rental option that offer security of tenure.
No. These properties will not be available to purchase.
Applications are assessed at point of entry. If for example, after you’ve been allocated a property your household income increased above €66,000 per annum for Dublin and €59,000 for elsewhere in the country you would still be entitled to continue renting the property.
Affordability is based on the rent being no more than 35% of your Net Income. This is one of the core eligibility criteria for the scheme and will be used to initially stream applicants into the lottery. Applicants successful in the lottery will be asked to document their Net Income calculation as part of the information required to move to the next phase.
If we have insufficient expressions of interest from applicants who meet the affordability criteria we may open a lottery for applicants in excess of this figure. However they will be asked to provide details of their rent history for the previous two years (that they have paid a similar or higher rent) and to demonstrate they have not defaulted on rent in order to assess their ability to pay a higher percentage of Net Income as rent.
Yes, unsuccessful applicants will be informed within 20 days of the application closing date.
No, we will not be maintaining a waiting list for cost rental housing across multiple schemes. You will be able to apply again when further schemes are advertised.

Yes, you can apply for another scheme with open applications. If your application is successful, you must give notice. Please note that LDA tenants cannot hold more than one lease at a time.
Should you be approved for a cost rental property, the letting agent will notify you of the move-in date, which is typically no more than 6 weeks following approval.
