Land Development Agency submits plans for over 700 new homes in Dublin’s Clongriffin

The Land Development Agency (LDA) has lodged plans for a major new 711-home residential development in Clongriffin, Dublin 13.

The Large-Scale Residential Development (LRD) application has been submitted to Dublin City Council and relates to a 3.47-hectare site in what is one of Dublin’s fastest-growing Strategic Development Regeneration Areas.

In addition to the new homes, the LDA is also proposing new community and cultural amenities as well as retail spaces, a café, restaurant, and a new childcare facility.

The proposed project is Phase 2 of the LDA’s wider regeneration of land the Agency acquired in Clongriffin in late 2023, and which has the potential to deliver up to 2,000 homes in total.

Construction started on 408 cost rental and social homes across two apartment blocks as part of Phase 1 in 2025 and these are due to be completed later this year.

The new Phase 2 development is located in a part of the land near to Clongriffin Train Station, beside Main Street, Friar Street, Market Street, Station Square and Clongriffin Road.

The scheme comprises three apartment buildings and will include a mix of studio, one, two and three-bedroom homes; designed to support a diverse and sustainable community for people at all stages of life.

Subject to approval, this phase will deliver a high-quality, sustainable urban neighbourhood with a strong emphasis on community infrastructure and new services, active travel, and public realm enhancements.

The proposed development also includes bicycle and car parking spaces, with a strong emphasis on active travel and connectivity. Market Street would also be extended and enhanced through new pedestrian and cycle routes, planting, seating and public realm improvements.

The proposed residential mix includes:

  • 50 studio apartments
  • 304 one-bedroom apartments
  • 351 two-bedroom apartments
  • 6 three-bedroom apartments

The three Phase 2 blocks will feature landscaped communal amenity spaces, resident courtyards and active ground-floor frontages intended to support a vibrant neighbourhood environment.

Extensive sustainability measures have been included in the proposed design, including green and blue roofs, solar PV panels, biodiversity enhancement measures, and natural planting as well as sustainable urban drainage.

Clongriffin is located approximately 9km to the northeast of Dublin City Centre adjacent to Dublin City Council’s boundary with Fingal County Council. It lies between Dublin Airport and the M1/M50 and is located about 2km inland from Baldoyle Bay. In addition to the nearby train station, the development is served by a 24-hour bus route.

The Land Development Agency (LDA) is the State’s affordable housing delivery body. Its main role is to acquire and develop State and other land to deliver affordable homes to address the country’s housing need.

The Agency has commenced construction on various state sourced and privately acquired land and has a delivery pipeline in excess of 25,000 homes through its direct delivery and homebuilder partnership channels.

Additionally, the LDA undertakes work on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

The LDA is also responsible for a range of public functions including research, master planning and the development of construction guidelines and best practices. The LDA has produced and now regularly updates the Report on Relevant Public Land, which identified 102 State owned sites with the potential for 70,830 homes.
