About the LDA
The Land Development Agency (LDA) is the State’s affordable housing delivery body. It delivers affordable homes on State-owned or acquired land and through homebuilder partnerships as part of its Project Tosaigh initiative. The Land Development Agency’s purpose is to maximise the supply of affordable homes on State and other land in a financially sustainable manner, supporting the creation of thriving communities and delivering ongoing positive social impact.

What public authorities are subject to AIE?
Under the AIE Regulations, the Minister is required to publish an indicative list of public authorities that are subject to the AIE Regulations. These are:
- Government Departments
- Local authorities
- Non-commercial state agencies
- Commercial state agencies
- Regulatory bodies
The LDA is a public authority for the purposes of the European Communities (Access to Information on the Environment Regulations) 2007 to 2014, (the “AIE Regulations”).
The AIE Regulations give you the right to access environmental information held by, or for the LDA.
Only “environmental information” may be requested under the AIE Regulations.
The AIE Regulations allow you to access a wide range of information. They allow you to access environmental information produced by a public authority, received by a public authority and held elsewhere on behalf of the authority.
Environmental information includes information on:
- The state of the elements of the environment, such as air and atmosphere, water, soil, land, landscape and natural sites including wetlands, coastal and marine areas, biological diversity and its components, including genetically modified organisms and the interaction among these elements.
- Factors, such as substances, energy, noise, radiation or waste, including radioactive waste, emissions, discharges and other releases into the environment, affecting or likely to affect the elements of the environment.
- Measures (including administrative measures), such as policies, legislation, plans, programmes, environmental agreements, and activities affecting or likely to affect the elements and factors referred to above as well as measures or activities designed to protect those elements.
- Cost-benefit and other economic analyses and assumptions used for the above measures and activities.
- The state of human health and safety, including the contamination of the food chain, where relevant, conditions of human life, cultural sites and built structures that may be affected by the elements of the environment.
- Reports on the implementation of environmental legislation.
Under the AIE Regulations, information relating to the environment held by, or for, a public authority must be made available on request; subject to certain exceptions. The AIE regulations also oblige public authorities to proactively disseminate environmental information to the public.
The Land Development Agency proactively publishes some environmental information as part of its’ sustainability commitments including strategy principles and objectives. Details of these as well as Governance and standards can be found on the Sustainability page of our website.
Further environmental information is available as part of planning applications and available through the project pages and as part of the planning processes.
The Agency adheres to the Voluntary Sustainability Reporting Standard for SME’s (VSME) and will begin reporting under the framework in 2028 for the year 2027.
Requests for information are published an interval after a decision has been made on them.
Other Environmental information that we hold can be requested through the AIE request process, and non-environmental information may be requested under FOI legislation or the Open Data Directive.
The LDA Annual Reports provide an overview of operational achievements and financial performance, along with future priorities and planned areas of development. They provide a detailed account of the Agency’s progress over the year and highlight core areas of focus for continued improvement. They also include comprehensive financial statements.

European Media Freedom Act (EMFA)
The LDA is committed to transparency and fairness this is extended to its involvement in state advertising. The European Media Freedom Act (“EMFA”) directs:
“From 8 August 2025, public authorities and entities will be required to have in place appropriate criteria and procedures for the awarding of state advertising. Collect and publish information on their expenditure on state advertising.”

Delivery Channels
Schemes for eligible applicants
The completed homes are then made available to prospective new homeowners and tenants through its Affordable Homes Schemes as either Affordable Purchase or Cost Rental. Affordable Purchase homes help eligible buyers access to high-quality homes by bridging the gap between the price of the home and their purchasing power through either the Local Authority Affordable Purchase Scheme or the First Homes Scheme. LDA Cost Rental homes offer secure, long-term rental options at below-market rates.
