The Land Development Agency (LDA) and Dublin City Council (DCC) have submitted a planning application for 123 new homes at Donore Project in Dublin 8.

The homes are proposed as part of Phase 2 of the Donore Project development where the LDA and DCC are already developing 542 homes.

The proposed plans involve separate sites of a combined 3.186-hectares in total at the former St Teresa’s Gardens social housing complex on Donore Avenue in Dublin 8. They also include a municipal multi-sport playing pitch and a new public park.

This development is supported by funding from the Government’s Housing Infrastructure Investment Fund (HIIF), administered by the Housing Activation Office of the Department of Housing, Local Government and Heritage. HIIF provides investment in essential infrastructure – such as roads, drainage and services – to unlock land for housing and accelerate delivery at scale. In Donore, the funding will enable the delivery of key pieces of infrastructure which will include roadways, pedestrian and cycle infrastructure, emergency access routes and drainage infrastructure and planting which will facilitate sustainable urban drainage and improve biodiversity in this built-up urban area.

The homes are proposed to be developed on two separate sites and involve a total of 103 cost rental and 20 social homes.
One of the two proposed residential buildings consists of a single apartment block of up to 16-storeys in height which will provide 1 studio apartment, 71 one-bedroom and 31 two-bedroom apartments.

The second building comprises a single 3-storey block with ground floor and duplex apartments including 2 one-bedroom, 8 two-bedroom and 10 three-bedroom apartments, all with own-door access.

The proposed municipal playing pitch is a full-sized GAA pitch which will provide for multi-sports functions along with a variety of landscaped playground, exercise and open spaces, ensuring a wide range of public amenity uses are provided for.

The new public park will be over 3,600 sq. metres in size and will be located to the north of existing houses on the South Circular Road and east of the former Bailey Gibson site.

If approved and once completed, the new homes and amenities will be a key part of the overall Donore Project development.

As part of Phase 1, construction is ongoing on a total of 542 new homes involving 389 cost rental and 153 social housing apartments. Phase 2, if approved would bring the overall total of new homes to 665.

Donore Project is also set to deliver a series of transformative amenities and facilities that will add significantly to the surrounding area.

Once complete, it will include a creche, community spaces, a café, retail units and a mobility hub as well as a new home for Donore Boxing Club.

In addition, the development will open new routes between Donore Avenue, South Circular Road and Cork Street to support the creation of a revitalised and integrated neighbourhood.

All of the homes being developed or proposed will be A-rated and will be completed to the highest construction and sustainability standards.
The planning application for Phase 2 follows an extensive public consultation process. It has been submitted under the Part 8 process, which is used by local authorities to seek permission for development projects on their own lands.

Construction is scheduled to start on Phase 2 of Donore Project in 2027 with the playing pitch completed by the end of that year and the homes completed by the end of 2028. The first of the Phase 1 homes are due to be completed later this year.

In addition to Donore Project, the LDA and DCC are partnering on the development of over 1,200 homes at Cherry Orchard Point in Dublin 10, 146 at An tSrúill in Coolock in Dublin 5 and 383 at Bluebell Waterways in Dublin 12.

Lord Mayor of Dublin, Councillor Daryl Barron said:

“This is another big step forward for Donore, for Dublin 8, and for the kind of city we are determined to build.

“These plans are about more than 123 new homes. They are about confidence, renewal and community. Across both phases, Donore will deliver 665 high quality cost rental and social homes in the heart of the city.

“What excites me most is the ambition behind the project. A full-sized playing pitch, a new park, childcare, community spaces, a cafe, retail units, a mobility hub and a new home for Donore Boxing Club all point to one clear purpose: building a real neighbourhood, not just new buildings.

“This is city making at its best. Homes, sport, green space and community life brought together on public land, in the public interest, for Dubliners.”

John Coleman, Chief Executive of the LDA added:

“We are pleased to have submitted plans for Phase 2 of Donore Project as part of our ongoing partnership with Dublin City Council. This is an exciting development that will help to further transform an already vibrant and bustling part of Dublin’s South Inner City. I am delighted that this planning application, if approved, will bring the total number of homes in Donore Project to 665 and also includes the delivery of a much-needed multi-sport pitch and new community amenities and facilities.

“When completed, Donore Project is going to be a fantastic new neighbourhood. Future residents will benefit from living in well-designed and modern homes, adding to and being part of what is already a great community.

“This is one of a number of projects we now have under construction or in our development pipeline in partnership with Dublin City Council and I would like to thank the Council and the elected councillors for their ongoing support.”

Richard Shakespeare, Chief Executive of Dublin City Council said:

“We are delighted to see yet more progress on Donore Project, one of several developments Dublin City Council is delivering in partnership with the LDA. The proposed plans include 123 new much-needed homes across two high-quality and sustainable developments and the delivery of excellent new amenities and facilities including the multi-sport pitch. This new facility, the new park and the new community spaces will add significantly to the new neighbourhood but will also be of benefit to those living in the surrounding area. By partnering with the LDA, Dublin City Council has been able to accelerate the delivery of new housing on land owned by the Council and Donore Project is a great example of what can be achieved through this kind of collaboration.”
