Kilbarry | Cork City | Cork

This site extends to approximately 41ha and it was acquired by the LDA from IDA Ireland in January 2026. The site was previously identified by the Government in its ‘Housing for All’ Plan (2021) for transfer to the LDA for the delivery of new homes.

Kilbarry is designated as one of seven strategic expansion areas in the Cork City Development Plan (2022-2028) and the LDA site is zoned for residential development and open space and identified for long-term strategic development. The area will benefit from significant infrastructure investment in the coming years including the Cork Northern Distributor Multi-Modal Route and Blackpool-Kilbarry Rail Station.

Initial analysis suggests the site has the capacity to accommodate approximately 800-1,000 homes as part of a mix of uses including a Glenamought River Park as envisaged in the Cork City Development Plan.

Cork City Council is in the process of preparing the North Blackpool-Kilbarry Urban Framework Plan (UFP) which will establish a vision for these lands. On the back of the UFP, the LDA intends to initiate preparation of a masterplan for the site in late 2026 with a view to undertaking stakeholder engagement in the Q2 2027.
