The Land Development Agency (LDA) has announced the start of construction on 193 affordable and social homes at Golding Green, Kinsealy in north County Dublin.
Lydon has been appointed as development partner and will deliver the scheme in a single phase, with all homes expected to be completed in 2028.
The development will deliver 153 two- and three-bedroom houses and 40 duplex apartments, all of which will be A-rated. The duplex homes will include private balconies and terraces. The homes will be made available as affordable purchase and social homes.
The scheme includes a range of supporting amenities, including a crèche, public open space, a football pitch, new pedestrian links, and a cycle greenway.
Golding Green is being developed on land formerly owned by the Teagasc Research Centre, which was transferred by the State’s Agriculture and Food Development Authority to the LDA to support the delivery of new homes. The site is located between Clarehall and Malahide, and benefits from strong transport links, including bus services along the Malahide Road and rail access from Portmarnock DART station. The area is also served by established retail and community amenities.
The sale of the affordable purchase homes will be managed by Fingal County Council through the Local Authority Affordable Purchase Scheme.

The Local Authority Affordable Purchase Scheme enables eligible buyers to bridge the gap between the price of the home and the amount of personal funds and mortgage available to them. The scheme involves a shared equity arrangement, which effectively lowers the upfront cost and enables Fingal County Council to hold an equity interest in the property until it is repaid, or the home is sold.
Planning for the development was submitted in February 2025, following public consultation, carried out in line with the LDA’s Community and Stakeholder Engagement Strategy.
The Kinsealy development forms part of a broader programme of delivery by the LDA in Fingal. Construction is underway on over 1,100 homes currently being delivered across Hampton Demesne in Balbriggan and Priory Fields in Skerries. The LDA is also progressing plans for a strategic Lissenhall site near Swords, which has the potential to deliver c.6,000 homes.
