Land Development Agency and Dublin City Council submit plans for Bluebell Waterways
Project will deliver 383 social and affordable homes in Dublin 12

The Land Development Agency (LDA) and Dublin City Council (DCC) have submitted a Part 8 planning application for a new social and affordable housing development in Dublin 12.
Bluebell Waterways, located beside the 5th Lock on the Grand Canal at the former filter bed complex, will provide almost 400 homes, as well as community spaces and active travel links.
The Part 8 application is being lodged following over a year of extensive consultation with local residents, businesses and community groups.
The proposed development includes plans for 383 high quality, sustainable homes on a 2.8-hectare site, owned by Dublin City Council, in addition to community spaces, a creche and landscaped open spaces. The homes will be a mix of studio, one, two and three bed apartments.
150 of the homes will be social (39%) and the remaining 233 will be cost rental apartments (61%). The latter will provide secure long-term rental accommodation at discounted market rates and will be managed by the LDA. Meanwhile, DCC will offer existing residents of the Bluebell Maisonettes and La Touche Court the first of the social homes within Phase 1.
The area is already well served by road and public transport services. The proposed development will build on the existing connections by prioritising new footpaths and cycleways and creating a green corridor linking to the planned canal greenway.
Phelim O’Neill, Director of Development at the Land Development Agency said:
“Following an extensive consultation with local residents and community groups, we are delighted to now lodge a planning application for much needed social and affordable homes in the Dublin 12 area. I would like to thank everyone who took the time to engage with the LDA and DCC on the draft plans. We have taken your commentary on board and have designed a development, which we believe meets the housing and social needs of the community, and which will attract new services and opportunities”.
Mick Mulhern, Assistant Chief Executive and Director of Housing at Dublin City Council said:“We are delighted to lodge the planning application for Bluebell Waterways with our partners in the LDA. This is an important milestone in the regeneration of one of Dublin’s oldest communities. We have worked hard to ensure that community engagement was at the heart of this project, and we are confident that this development will create a safe and social environment for existing and future residents.”
Certain local authority own project types are subject to a public consultation process, known as the Part 8 process. The term Part 8 is the section within the Planning and Development Regulations 2001, which sets out requirements in respect of specified development by, on behalf of, or in partnership with local authorities.
Following the consultation period, the chief executive of the local authority will prepare a report which will summarise submissions or observations received and the report is presented to the members of the authority. This report recommends whether or not the proposed development should proceed as proposed, or should not be proceed. Following consideration of the report, the proposed development may be carried out as recommended in the report, unless the local authority, by resolution, decides to vary or modify the development.
