The Land Development Agency (LDA) and Kildare County Council (KCC) have today announced the details of the next phase of affordable homes at Barracksfield West, Naas, Co Kildare.

The development is the first LDA project outside of Dublin to directly deliver affordable and social homes on state-owned land.

This phase includes 25 A-Rated homes comprising 7 three-bed houses, 7 two-bed duplexes and 11 one-bed apartments.

All of the three-bed houses will have gardens, while the apartments will feature balconies or terraces.

The homes are built on a State-owned site that was previously part of the former Devoy Barracks complex. The land was made available to the LDA by The Housing Agency.

Barracksfield West is located on John Devoy Road to the southwest of Naas town centre and the development is well serviced by transport links to Dublin city centre and surrounding townsIt is well situated with easy access to the M7 and M9 motorways.

Upon completion, the development will include 219 homes, as well as communal open areas, bicycle spaces and a crèche.

All of the homes in this phase will be made available to eligible buyers through the Local Authority Affordable Purchase Scheme, which is managed jointly by Kildare County Council and the LDA. Applications will be accepted via an online portal, which will go live on Tuesday 25 August 2026 at 10am and remain openuntil 12 noon on Tuesday 15th September 2026.

With the application of government supports and equity contributions, prices for the affordable purchase homes start from €243,477 for one-bed apartments; €292,933 for the two-bed duplexes; and from €365,216 for three-bed houses.

The Local Authority Affordable Purchase Scheme enables eligible buyers to bridge the gap between the price of the home and the amount of personal funds and mortgage available to them. The scheme involves a shared equity arrangement, which effectively lowers the upfront cost and enables Kildare County Council to hold an equity interest in the property until it is repaid, or the home is sold.

The remaining homes in the development will be launched later in 2026.

Leas - Chathaoirleach of the County of Kildare, Councillor Tracey O'Dwyer, said,

“Barracksfield West is helping to provide high-quality, affordable homes for individuals, couples and families who want to put down roots in Naas and the wider Kildare area. These homes will make home ownership more achievable for potential buyers and are a strong example of what can be achieved through strong collaboration.

“I encourage anyone who is interested and eligible to familiarise themselves with the application process ahead of the portal opening. This development represents another important step in delivering sustainable communities and meeting housing need in County Kildare.”

John Coleman, Chief Executive of the LDA said,

“It's great to be launching the second phase of our Barracksfield West development in Naas. These are high-quality, affordable homes in a sought-after location, which generated lots of interest when the first phase came to the market late last year.

“I would like to thank the teams at the LDA, Kildare County Council and our construction partners, Andrews Construction, for their ongoing hard work and collaboration to deliver much needed new homes in this thriving town”.

Sonya Kavanagh, Chief Executive, Kildare County Council said,

“Kildare County Council is proud to continue its partnership with the Land Development Agency in delivering affordable and social homes at Barracksfield West. The launch of this latest phase will give more people the opportunity to purchase a high-quality, energy-efficient home in an attractive and well-connected location.

“The Local Authority Affordable Purchase Scheme is playing an important role in making home ownership more achievable for eligible purchasers. We look forward to welcoming new residents to Barracksfield West as this thriving new community continues to grow.”

Further Information

The portal for applications for the 25 Affordable Purchase homes at Barracksfield West will open on Tuesday 25 August 2026 at 10am. The application portal will close at 12 noon on Tuesday 15th September 2026. Would-be applicants are urged to carefully examine the details of the Local Authority Affordable Purchase Scheme criteria and to ensure their application includes all necessary information. More details on the homes and the application process can be found here.

The Local Authority Affordable Purchase Scheme is available to would-be homeowners who do not qualify for mortgages or other state backed housing supports due to their income levels, but who are struggling to otherwise purchase their own house. Through the support of the scheme, prospective homeowners are able to bridge the gap between the price of a new home and the amount of personal funds, Help to Buy (HTB) and mortgage funding available to them.

Successful applicants have the option of buying out the local authority’s equity share over time, if they so wish. Equity shares are calculated on an individual basis and are linked to an individual applicant’s income, savings and mortgage capacity.

The Land Development Agency (LDA) is the State’s affordable housing delivery body. Its main role is to acquire and develop State and other land to deliver affordable homes to address the country’s housing need.

The Agency has commenced construction on various state sourced and privately acquired land and has a delivery pipeline in excess of 25,000 homes through its direct delivery and homebuilder partnership channels.

Additionally, the LDA undertakes work on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

The LDA is also responsible for a range of public functions including research, master planning and the development of construction guidelines and best practices. The LDA has produced and now regularly updates the Report on Relevant Public Land, which identified 102 State owned sites with the potential for 70,830 homes.
