The Land Development Agency and O’Flynn Group to deliver 542 new homes in Dublin 12

The Land Development Agency (LDA) in partnership with the O’Flynn Group has announced plans to deliver 542 new homes in Dublin.

The new A-rated apartments are being delivered as part of Southwest Gate, a landmark residential scheme on the Naas Road in Dublin 12.

The granted scheme is being developed by the O’Flynn Group and, when completed, will provide for 1,140 new homes along with additional uses such as a hotel, ancillary retail and commercial accommodation. A further three acres are also available for future development. The project has been masterplanned by the O’Flynn Group with an emphasis on creating a vibrant and sustainable community for future residents in what is a key quarter of Dublin City.

The first phase of 542 new homes is being delivered by the LDA and the O’Flynn Group through the Project Tosaigh homebuilder partnership initiative. This is where the Agency partners with private homebuilders, providing the financial stimulus required to ensure the construction and completion of new homes. The completed homes are then owned by the LDA and made available as cost rental or sold by the LDA in partnership with local authorities through affordable purchase schemes.

In this case, all 542 new homes will be made available as cost rental. Cost rental is a relatively new tenure, which provides a secure, long term rental option with rents at least 25% below market rates. The tenure is designed to assist those who do not qualify for social housing or other state housing supports, but who are struggling to afford to rent in the private market.

Separately, this phase of the development will also see O’Flynn Group deliver 52 Social homes.

Southwest Gate has been carefully designed and planned to enhance both future residents’ lives and the wider community by combining modern city living with essential social infrastructure.

The development is well-located with excellent connectivity to Dublin City Centre. The Red Luas Line runs past Southwest Gate and the M50 and M7 are within easy reach. The area is also well-served by bus routes and high-quality cycling routes.

Southwest Gate is also located near to other major LDA housing developments. The Agency has secured planning permission to develop 383 new homes at Bluebell Waterways, which is located beside the 5th Lock of the Grand Canal. It also recently acquired the Royal Liver Site on the Naas Road, which has the potential to deliver over 1,200 new homes. The Royal Liver Site is located opposite Southwest Gate.

The O’Flynn Group is actively engaged in several developments across the greater Dublin area and the Cork metropolitan region and remains committed to delivering high-quality housing solutions to meet the growing demand in these areas.

“I am being relentless when it comes to driving on with increasing housing supply. The homes being provided here in Southwest Gate is further evidence that we are accelerating the delivery of high-quality homes in places where people want to live, with excellent connectivity through the Red Luas Line, Bus Connects and its close proximity to the M50.

“There are many pointers to recent progress. Last year, over 36,300 new homes were completed in 2025, up 20.4% on the same period last year. This marks the highest number of completions recorded in any given year since the CSO began recording this data series in 2011. Across 2024 and 2025 combined, work on almost 86,000 new homes commenced - up 43% compared with the combined total for the previous two year period, 2022 and 2023. There was an annual increase of 7.9% in the total number of homes granted planning permission in 2025. In terms of social housing, last year, over 9,000 new-build social homes were delivered - the highest number of new social homes built in any given year since the foundation of the state.

“There are many indicators out there now telling us that momentum is building but I am determined that we keep our foot on the pedal, continue to drive reforms and tackle our housing shortage”.

The Land Development Agency (LDA) is the State’s affordable housing delivery body. Its main role is to acquire and develop State and other land to deliver affordable homes to address the country’s housing need.

The Agency has commenced construction on various state sourced and privately acquired land and has a delivery pipeline in excess of 25,000 homes through its direct delivery and homebuilder partnership channels.

Additionally, the LDA undertakes work on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

The LDA is also responsible for a range of public functions including research, master planning and the development of construction guidelines and best practices. The LDA has produced and now regularly updates the Report on Relevant Public Land, which identified 102 State owned sites with the potential for 70,830 homes

The LDA has two ways of supplying affordable housing. The primary one is the direct delivery of new homes on state-owned or acquired land, and the other is through homebuilder partnerships as part of the Government’s Project Tosaigh initiative.

Under the terms of this scheme, the LDA works closely with homebuilders, providing the financial impetus they need to complete housing projects that are then either owned by the LDA and rented to eligible candidates on a cost rental basis, or sold to new owners as affordable purchase with the State taking an equity share.

The LDA is targeting the delivery of 8,000 Project Tosaigh homes by 2028 and has already delivered or contracted over 5,000 to date. The majority of these homes will be cost rental.

Cost rental homes are designed to assist people who do not qualify for social housing, but who cannot afford to rent at existing market rates. Eligible candidates can secure a new home at rents that are at least 25% below market rates.

The rents charged cover the cost of building, managing and maintaining the homes, which are then ultimately owned by the State.

To qualify for cost rental accommodation candidates must meet a series of eligibility criteria.
