LDA to open applications for first phase of 600 cost rental homes in Dublin
The Land Development Agency (LDA) is opening applications for the first phase of over 600 cost rental homes in Dublin.
The 229 apartments at Cooper Square in Seven Mills in Dublin 22 include 102 one-bedroom, 116 two-bedroom and 11 three-bedroom homes.
Applications for this first phase will open on Monday 17th November at 12 noon. People can apply through the LDA website.
Cost rental is a relatively new tenure, which provides a secure, long term rental option with rents at least 25% below market rates. It is designed to assist those who do not quality for other state supports, but who are struggling to afford to rent in the private market.
Monthly rents for the apartments at Cooper Square start at €1,350 for a one-bedroom apartment, €1,500 for a two-bedroom apartment and €1,790 for a three-bedroom apartment.
Would-be applicants are advised to go to the LDA’s website for further information including details of the application process and requirements, the eligibility criteria and the number of occupants allowed for each apartment type. Further application phases will be launched in the coming months and all information will be made available on the LDA website.
The apartments at Cooper Square are being delivered as part of the LDA’s homebuilder partnerships initiative, known as Project Tosaigh, whereby the LDA partners with homebuilders to provide the financial stimulus needed to complete housing projects.
Cooper Square is being delivered by the LDA in partnership with Cairn Homes. Cairn is the lead developer at Seven Mills, a new town being developed beside the Grand Canal between Clondalkin and Lucan. Seven Mills is part of the Clonburris SDZ and is located next to train stations with excellent public transport, cycling and road connections.

Cooper Square includes a total of 257 one-bedroom, 318 two-bedroom and 32 three-bedroom apartments and is being completed to Passiv Haus standard, which is designed to reduce heating bills and offer residents an increased standard of comfort.
Seven Mills is being planned around two retail and commercial hubs with shops, restaurants, meeting areas and new office buildings. Once completed, Seven Mills will be about the size of Maynooth in Co Kildare with over 5,500 homes.
The Land Development Agency (LDA) is the State’s affordable housing delivery body. Its main role is to acquire and develop State and other land to deliver affordable homes to address the country’s housing need.
The Agency has commenced construction on various state sourced and privately acquired land and has a delivery pipeline in excess of 25,000 homes through its direct delivery and homebuilder partnership channels.
Additionally, the LDA undertakes work on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.
The LDA is also responsible for a range of public functions including research, master planning and the development of construction guidelines and best practices. The LDA has produced and now regularly updates the Report on Relevant Public Land, which identified 102 State owned sites with the potential for 70,830 homes.
