Land Development Agency and Kildare County Council launch first phase of Barracksfield West in Naas, County Kildare

The Land Development Agency (LDA) and Kildare County Council (KCC) have today announced the details of the first phase of 219 affordable and social homes at Barracksfield West, Naas, Co Kildare.

The new development is the first LDA project outside of Dublin to directly deliver affordable and social homes on state-owned land.

The initial phase includes 66 homes comprising 42 three-bed houses, 12 two-bed duplexes and 12 one-bed apartments.

All of the three-bed houses will have gardens, while the apartments will feature balconies or terraces.

The A-rated homes are built on a State-owned site that was previously part of the former Devoy Barracks complex. The land was made available to the LDA by The Housing Agency.

Barracksfield West is located on John Devoy Road to the southwest of Naas town centre and the development will be well serviced by transport links to Dublin city centre and surrounding towns and is well situated with easy access to the M7 and M9 motorways.

Upon completion, the development will include communal open areas, bicycle spaces and a crèche.

All of the homes in this initial phase will be made available to eligible buyers through the Local Authority Affordable Purchase scheme, which is managed jointly by Kildare County Council and the LDA. Applications will be accepted via an online portal which will go live on Wednesday 26 November 2025 at 10am.

With the application of government supports and equity contributions, prices for the affordable purchase homes start from €243,477 for one-bed apartments; €292,933 for two-bed duplexes; and from €365,216 for three-bed houses.

The Local Authority Affordable Purchase Scheme enables eligible buyers to bridge the gap between the price of the home and the amount of personal funds and mortgage available to them. The scheme involves a shared equity arrangement, which effectively lowers the upfront cost and enables Kildare County Council to hold an equity interest in the property until it is repaid, or the home is sold.

The remaining 153 affordable, cost rental and social homes will be made available in 2026.

The portal for applications for the first 66 Affordable Purchase homes at Barracksfield West will open at 10am on Wednesday 26 November and closes at 12 noon on Wednesday 17 December 2025. Would-be applicants are urged to carefully examine the details of the Local Authority Affordable Purchase Scheme criteria and to ensure their application includes all necessary information. Affordable Purchase homes are available to would-be homeowners who do not qualify for mortgages or other state backed housing supports due to their income levels, but who are struggling to otherwise purchase their own house. Through the support of the Local Authority Affordable Purchase Scheme, prospective homeowners are able to bridge the gap between the price of a new home and the amount of personal funds, Help to Buy (HTB) and mortgage funding available to them.

Successful applicants have the option of buying out the local authority’s equity share over time, if they so wish. Equity shares are calculated on an individual basis and are linked to an individual applicant’s income, savings and mortgage capacity.

The Land Development Agency (LDA) is the State’s affordable housing delivery body. Its main role is to acquire and develop State and other land to deliver affordable homes to address the country’s housing need.

The Agency has commenced construction on various state sourced and privately acquired land and has a delivery pipeline in excess of 25,000 homes through its direct delivery and homebuilder partnership channels.

Additionally, the LDA undertakes work on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

The LDA is also responsible for a range of public functions including research, master planning and the development of construction guidelines and best practices. The LDA has produced and now regularly updates the Report on Relevant Public Land, which identified 102 State owned sites with the potential for 70,830 homes.
