LDA to open applications for first phase of almost 400 cost rental homes in Adamstown, Dublin
The Land Development Agency (LDA) has announced the opening of applications for the first phase of almost 400 cost rental homes in Adamstown in Dublin.
The 392 homes are located at The Crossings in Adamstown, Lucan, County Dublin.
The application process for a first phase of 248 A-rated homes at The Crossings will be launched on Wednesday 7 January 2026 at 12pm, and eligible applicants can apply through the LDA website.
The 248 homes involved in the first phase include 9 studio apartments, 120 one-bedroom, 116 two-bedroom and 3 three-bedroom apartments.
Cost rental is a relatively new tenure, which provides a secure, long term rental option with rents at least 25% below market rates. It is designed to assist those who do not quality for other state supports, but who are struggling to afford to rent in the private market.
Monthly rents for the apartments at The Crossings start at €1,024 for a studio and €1,380 for a one-bedroom apartment. Monthly rents for a two-bedroom apartment start at €1,550 and the rent for a three-bedroom apartment is €1,792.

Would-be applicants are advised to go to the LDA’s website for further information including details of the application process and requirements, the eligibility criteria and the number of occupants allowed for each apartment type. Further application phases will be launched in the coming months, and all information will be made available on the LDA website.
The apartments at The Crossings are being delivered as part of the LDA’s homebuilder partnerships initiative, known as Project Tosaigh, whereby the LDA partners with homebuilders to provide the financial stimulus needed to complete housing projects. The Crossings is being delivered by the LDA in partnership with Evara.
Evara is the lead developer in Adamstown Strategic Development Zone (SDZ) and The Crossings is a new urban town and retail centre, developed and delivered by Evara to serve as the central core of the Adamstown area.

The LDA apartment scheme at The Crossings consists of a total of 9 studios, 189 one-bedroom, 185 two-bedroom and 9 three-bedroom apartments across 3 blocks ranging in height from 5 to 9 storeys. On completion, all 392 apartments will be A-rated and built to the highest standards.
A social, community and retail hub, The Crossings features an urban park spread out over 2-acres with amenities including a 14-metre play train, soft play trails, biodiversity corridors, a large plaza space and outdoor seating. There is a train station at The Crossings as well as an expanding number of retail outlets including a Tesco and an Aldi store.
The Land Development Agency (LDA) is the State’s affordable housing delivery body. Its main role is to acquire and develop State and other land to deliver affordable homes to address the country’s housing need.
The Agency has commenced construction on various state sourced and privately acquired land and has a delivery pipeline in excess of 25,000 homes through its direct delivery and homebuilder partnership channels.
Additionally, the LDA undertakes work on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.
The LDA is also responsible for a range of public functions including research, master planning and the development of construction guidelines and best practices. The LDA has produced and now regularly updates the Report on Relevant Public Land, which identified 102 State owned sites with the potential for 70,830 homes.
