The Land Development Agency welcomes significant funding for housing activation

  • Infrastructure to facilitate over 3,300 homes nationally
  • Projects in Cork, Limerick, Waterford, Galway and Dublin

The Land Development Agency (LDA) has welcomed the approval by the Housing Activation Office of significant funding under Call 1 of the Housing Infrastructure Investment Fund (HIIF).

The HIIF supports direct investment in infrastructure needed to unlock the development of housing in towns and cities nationwide. The HIIF supports public infrastructure projects not covered under the capital investment plans of other Departments and agencies, and to unlock lands identified for housing development under the relevant development plan.

Following today’s announcement by the Housing Activation Office, the LDA has secured funding which will enable the following housing projects that will directly support the delivery of over 3,300 affordable homes:

  • Hampton Demesne, Castlelands, Balbriggan, Dublin – Upon completion, over 800 affordable homes will be delivered on the site. The funds will support infrastructure including the Castlelands Link Road, a rail overbridge for the Dublin-Belfast railway line, the R127 realignment, a pump station which can facilitate a future swimming pool, major service diversions and new water infrastructure.
  • St Joseph’s Hospital, Limerick – The St. Joseph’s site has the potential to deliver c. 600 new mixed tenure homes as well as future proposed HSE uses. Without this funding, the land’s capacity would be restricted to 150 new homes. The funds will support the delivery of a sustainable drainage system, a watermain diversion and new local roads and junctions.
  • Priory Fields, Skerries, Dublin – The site has the potential to deliver c. 345 new affordable homes. The approved funds will deliver offsite road and junction upgrades.
  • Wilton, Cork – The Wilton site will accommodate 345 new affordable homes in Cork. Funds will deliver an upgrade of the existing sewer at Summerstown Road to facilitate the development.
  • Sandy Quarter, Galway – The Spatial Framework for Sandy Road has been prepared in partnership with Galway City Council and ESB which includes capacity for 650 – 750 new affordable homes. HIIF funding will support the realignment of Sandy Road, including all associated and ancillary works, creating a more walkable and pedestrian-friendly environment for both new and existing communities. Delivery of this road infrastructure is a critical enabler, without which a planning application for residential development on the lands cannot be progressed.
  • Waterford North Quays - The LDA and Waterford City & County Council are working in collaboration with Harcourt Developments to develop the Waterford North Quays site, with potential to deliver c.400 - 500 new homes. HIIF funding will deliver transport infrastructure works including a pedestrian link bridge connection and shared public access and active travel routes.

The LDA has also formally given its support to HIIF applications submitted by relevant Local Authorities to enable LDA key projects in:

  • Mungret (Limerick City and County Council);
  • Colbert Quarter (Limerick City and County Council);
  • St Teresa’s Gardens (Dublin City Council);
  • Cherry Orchard (Dublin City Council).

The Land Development Agency (LDA) is the State’s affordable housing delivery body. Its main role is to acquire and develop State and other land to deliver affordable homes to address the country’s housing need.

The Agency has commenced construction on various state sourced and privately acquired land and has a delivery pipeline in excess of 25,000 homes through its direct delivery and homebuilder partnership channels.

Additionally, the LDA undertakes work on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Quarter in Galway.

The LDA is also responsible for a range of public functions including research, master planning and the development of construction guidelines and best practices. The LDA has produced and now regularly updates the Report on Relevant Public Land, which identified 102 State owned sites with the potential for 70,830 homes.
