The Land Development Agency (LDA) are progressing plans for the development of lands for Esker Square at Royal Liver, Naas Road in Dublin 12.
The Esker Square site was acquired by the LDA in 2025 with existing planning permission for over 1,301 homes: 1098 apartments + 203 co-living units.
The overall plan for this project will deliver a mixed-use residential development with public amenity, community, retail and commercial uses. This ambitious development will be delivered across a number of different phases.
Esker Square’s first phase will deliver 563 new homes overall – 563 cost rental.
The LDA are preparing to lodge a planning amendment for Phase 1 to address the permitted co-living block of 203 beds to 98 standard apartments.
The first homes for Phase 1 are expected to be completed in Q3 2029.

Design work is currently underway for a planning amendment for Phase 2. Publication of the design details, along with public consultation and engagement, is planned for later this year.
