Minister Browne officially launches Barracksfield West in Naas, Co. Kildare

Minister for Housing, Local Government and Heritage, James Browne TD, today officially launched the first new homes at Barracksfield West, Naas, Co. Kildare.

The new development, delivered by the Land Development Agency (LDA) and Kildare County Council (KCC) will provide 219 much-needed homes. Built by Andrews Construction, the homes are a mix of terraced houses, duplexes and apartments.

The full development includes 42 three-bed houses and 177 apartments and duplexes and is the first LDA project outside of Dublin to directly deliver affordable and social homes on state-owned land.

The first phase of the development launched today includes 42 three-bed houses, 12 two-bed duplexes and 12 one-bed apartments.

All of the three-bed houses will have gardens, while the apartments will feature balconies or terraces.

Barracksfield West is located on John Devoy Road to the southwest of Naas town centre and the development is well serviced by transport links to Dublin city centre and surrounding towns. It is well situated with easy access to the M7 and M9 motorways.

Upon completion, the development will include open communal areas, bicycle spaces and a crèche.

The 66 homes launched today will be made available to eligible buyers through the Local Authority Affordable Purchase Scheme, which is managed jointly by Kildare County Council and the Land Development Agency. Applications will be accepted via an online portal which will go live on Wednesday 26 November 2025 at 10am.

With the application of government supports and equity contributions, prices for the affordable purchase homes start from €243,477 for one-bed apartments; €292,933 for two-bed duplexes; and €365,216 for three-bed houses.

The Local Authority Affordable Purchase Scheme enables eligible buyers to bridge the gap between the price of the home and the amount of personal funds and mortgage available to them. The scheme involves a shared equity arrangement, which effectively lowers the upfront cost and enables KCC to hold an equity interest in the property until it is repaid or the house is sold.

The remaining 153 homes will be made available in 2026.

Speaking at today’s event, Minister for Housing, Local Government and Heritage, James Browne TD said,

These high quality, A-rated and affordable homes are evidence of what can be achieved by State-delivered housing for people across Ireland. The delivery of homes across all tenure types will be through the individual and collective effort of key delivery partners like local authorities here in Kildare County Council and the LDA. I want to back ambition as part of the ‘Delivering Homes, Building Communities’ housing action plan.

"Developments such as these are precisely what will be accelerated by the newly launched action plan. These homes represent the provision of stable, long-term accommodation options, offering security to those looking to either buy a home or secure a reliable rental property."

The Land Development Agency (LDA) is the State’s affordable housing delivery body. Its main role is to acquire and develop State and other land to deliver affordable homes to address the country’s housing need.

The Agency has commenced construction on various state sourced and privately acquired land and has a delivery pipeline in excess of 25,000 homes through its direct delivery and homebuilder partnership channels.

Additionally, the LDA undertakes work on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

The LDA is also responsible for a range of public functions including research, master planning and the development of construction guidelines and best practices. The LDA has produced and now regularly updates the Report on Relevant Public Land, which identified 102 State owned sites with the potential for 70,830 homes.
