The Land Development Agency (LDA) has progressed plans for a Phase 2 planning application for Clongriffin Central, North Dublin, with the public consultation period now underway. The consultation sets out proposals for 700 new affordable homes, enhanced green space and town centre improvements, and invites feedback from the community.

Clongriffin Central

Clongriffin Central is the largest planned State-led housing development in the area, with capacity for over 2,000 homes alongside new community facilities, amenities, services and commercial spaces to support both new and existing residents.

Construction of Phase 1 is currently underway and will provide over 400 homes. Phase 2 proposes a further 700 homes, together with new public spaces, community and local amenities that will strengthen Clongriffin town centre and support its continued growth and regeneration.

A Dynamic Town Centre

Phase 2 of Clongriffin Central represents a significant step in the ongoing regeneration and development of Clongriffin’s town centre in north Dublin.

The Phase 2 planning application proposes improvements to the northern side of Main Street and the completion of Market Street, helping to strengthen the commercial and civic heart of the area, and regenerate the area around Station Square. The development will introduce new, high-quality public spaces and a landmark corner building facing Station Square, creating a brighter, more active focal point within the neighbourhood.

By enhancing key streets and public spaces, Phase 2 supports the long-term growth of Clongriffin town centre as a place to live, work and meet. The proposals aim to encourage everyday street level activity, support local retail and services, and improve connectivity between homes, transport links and community facilities.

This regeneration-led approach is designed to reinforce Clongriffin’s role as a sustainable and well-connected urban centre within north Dublin.

Phase 2 has been carefully planned to provide a wide range of home types, supporting a diverse and inclusive community, with homes suited to different household sizes and lifestyles. The architectural design for Phase 2 focuses on creating a warm, welcoming and distinctive neighbourhood that feels part of Clongriffin’s identity.

Buildings are designed to support a safer and more connected community, with active frontages, good visibility and welcoming shared spaces that encourage people to feel comfortable and part of their surroundings.

Phase 1 Progressing

Construction of Clongriffin Central Phase 1 began in February 2025. This phase will provide 408 new apartments, a new creche, a public park and dedicated community spaces as part of the wider State-led housing development in north Dublin.

In June 2025, the Land Development Agency (LDA) initiated a public consultation and stakeholder engagement process, publishing a vision document that set out the framework for the development of the 13.2-hectare site. The document outlines how the project will build on the area’s strong transport links, infrastructure and natural setting.

The plan also highlights how State investment in Clongriffin Central will improve connectivity between existing residential neighbourhoods and local business areas, supporting the long-term growth of the town centre.

Neighbouring Development: Stapolin Square

Stapolin Square, located in nearby Baldoyle, is a major residential development comprising approximately 1,800 homes. The scheme includes commercial units, childcare facilities, a 1.5-hectare public park and a network of additional pocket parks designed to support a growing community in north Dublin.

The project will also enhance long-term connectivity between Baldoyle and Clongriffin through permanent pedestrian, cycling and bus links. These improvements include a new public square and a dedicated bus ramp, strengthening sustainable transport connections between the two areas.

Clongriffin Central and Stapolin Square are situated on either side of the Dublin–Belfast railway line and together represent a significant opportunity for co-ordinated, State-supported housing development. Combined, the two sites have the potential to accommodate over 4,000 homes, alongside supporting infrastructure, amenities and public spaces.

The main goal of the project is to deliver high-quality affordable housing, focused on sustainability, walking and cycling, and access to good open spaces.

The first homes at Clongriffin Central are set to be delivered in early 2027, with construction already underway on the initial phase, which includes 408 homes, including a new Creche and a public park.

Clongriffin Central has the capacity to deliver approximately 2,000 new homes in total over a number of phases.

The LDA

The Land Development Agency (LDA) is the State’s affordable housing delivery body.  Its main role is to acquire and develop State and other land to deliver affordable homes to address the country’s housing need. 

The Agency has commenced construction on various state sourced and privately acquired land and has a delivery pipeline in excess of 25,000 homes through its direct delivery and homebuilder partnership channels.  

Additionally, the LDA undertakes work on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway. 

The LDA is also responsible for a range of public functions including research, master planning and the development of construction guidelines and best practices. The LDA has produced and now regularly updates the Report on Relevant Public Land, which identified 102 State owned sites with the potential for 70,830 homes.
