LDA seeks expressions of interest from homebuilders for new phase of Project Tosaigh I Housebuilder Partnerships

The Land Development Agency (LDA) is seeking expressions of interest from homebuilders with apartment developments which have not advanced, as part of a new phase of its Project Tosaigh I Housebuilder Partnerships initiative.
Under the scheme, the LDA is seeking to forward purchase apartment developments, which have yet to commence or have paused by providing the financial stimulus required for homebuilders to complete these homes.
Project Tosaigh is an LDA initiative whereby the agency steps in to kickstart and complete unviable or stalled developments. This phase of the Project Tosaigh I Housebuilder Partnerships initiative will see all homes made available as cost rental. The LDA will deliver the homes by paying a deposit up front and agreeing to purchase them in full once they are built. The homebuilders will then be required to develop the projects to completion.
This is the third time the LDA has sought expressions of interest (EOI) to forward purchase homes as part of Project Tosaigh I. The initial EOI was issued in November 2021 and the second was issued in October 2022. These calls have resulted in agreements for the delivery of 2,800 new homes to the LDA or its nominees.
The latest EOI will prioritise proposals involving higher density homes in the cities of Dublin, Cork, Galway, Limerick and Waterford.
The process is open to all homebuilders and is separate to Project Tosaigh II, which involves a framework of developers who work in partnership with the LDA, mainly on a phased funding basis.
As part of the new phase of the Project Tosaigh I Housebuilder Partnerships, the LDA is seeking projects that involve the following:
- Sites in significant areas of housing demand across the country’s key cities (as noted above);
- Full and implementable planning permissions;
- A capability to commence construction in the near term, or where construction has commenced, but is either fully or partially paused;
- Approval for higher density housing including apartments at a scale greater than 100 units;
- Homebuilders with strong balance sheets and a track record of residential development delivery;
- The potential to support wider development beyond the housing units involved;
- Well-designed schemes that provide value for money and will ultimately be affordable for occupiers;
- Alignment with EU sustainability and taxonomy guidelines.
To participate in the process, homebuilders are requested to submit EOIs to the LDA by 31 July 2025. Full details of the EOI process can be found here

John Coleman, Chief Executive of the LDA said:
“We are pleased to announce this latest phase of forward purchase expressions of interest under Project Tosaigh I. Project Tosaigh is an excellent initiative and has already resulted in the delivery or pending delivery of almost 6,000 new homes,. Once we identify suitable projects, we will move quickly with the homebuilders to advance construction and to complete the homes. The homes will then be made available to renters under the cost rental scheme. I would urge all homebuilders to examine the terms of the expressions of interest process and to submit relevant schemes.”
The LDA has operated its Project Tosaigh initiative since 2021. As part of this delivery channel, the LDA has delivered a total of 1,700 homes to date, with a further 2,500 contracted and 1,500 under negotiation. Of these total numbers, over 2,800 of the homes have been delivered or are due to be delivered as part of the first two forward purchase expressions of interest under Project Tosaigh I.
In June 2024, the LDA announced Project Tosaigh II. This initiative formed a panel of 15 Homebuilders in order to provide homes under a range of delivery partnership options, including phased funding. To date, the LDA has contracted to acquire 1,500 homes under Project Tosaigh II, which are currently under construction. Phased funding differs to forward purchase, in that the LDA pays the Homebuilder at intervals as certain delivery targets are met.
The Homebuilders involved qualified for inclusion in the 2024 panel through a public procurement process. Members of this panel can still submit applications under the latest Project Tosaigh I EOI.
In addition to Project Tosaigh, the LDA is delivering homes through its direct delivery channel. This channel involves the LDA developing housing projects on State-owned land, on acquired land and in partnership with Local Authorities, on land they own.
